The regatta will be held on the waters of Shandong Peninsular with Qingdao Olympic Sailing Centre
and venue of each city to be the hosting venue. The Organizing Authority is the China Water Sports
Administration in conjunction with Weihai Municipal Government and Qingdao Municipal
Government and supported by Qingdao Yachting Association, Qingdao International Sailing Center
Management Co., Ltd. ,Qingdao International Marine Club. The regatta is sponsored by Weihai
Sports Bureau, Qingdao Sports Federation, China Marine Sports School, Qingdao City Construction
Investment Group.
1. Rules
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS)
including, and as appropriate:
1.2 ISAF Offshore Special Regulations;
1.3 No national authority prescriptions will apply.
1.4 If there is a conflict between languages, the English text will take precedence.
1.5 The International Regulations for Preventing Collisions at Sea (IRPCAS), will apply between
sunset and sunrise and will replace the rules of RRS Part 2.
2. Advertising
In accordance with ISAF Regulation 20 (Advertising Code), the race committee may require all
boats to display the event sponsor’s advertising on their bows and/or on backstay pennants.
3. Eligibility
The regatta is open to entries from the following parties:
3.1 Teams from the friendship cities of Qingdao;
3.2 Teams from Olympic Sailing Cities;
3.3 Teams from well-known sailing cities or sailing festivals cities;
3.4 Teams from domestic coastal cities;
3.5 Teams from ISAF member national authorities.
4. Class
One design Class: 10 Beneteau First 40 (Provided by the organizing committee)
5. Entry on website
5.1 Each team may enter up to 8 sailors( including a skipper and 3 experienced sailors).
5.2 Eligible teams may enter by completing the entry form at www.qingdaoweek.com and send
it to sailingweek_qdya@163.com with all the Copies of Passports or IDs of all the team
members no later than July 20th,2012.
5.3 All entries will be confirmed by e-mail from the Organizing Committee.
5.4 Approval (stamp)of your National/local administrative authority is required.
5.5 Late entries, accompanied by an additional late entry fee of 100 Euros, may be accepted at the
discretion of the Organizing Authority.
6. On-site Registration
Team leaders of each eligible teams shall provide at registration the following:
6.1 A copy of the entry confirmation
6.2 Passports or IDs(the original and the scanned copy) of all the team members.
6.3 Boat charter and equipment deposit(either RMB or EURO is OK)
6.4 Proof of personal accident insurance ( original and scanned copy) complying with NOR 24. If
you have no valid insurance, please buy it at registration.
7. Fees
7.1 No entry fee is required.
7.2 A boat charter of €600 and an equipment deposit of €1,000 should be paid at registration.
7.3 All the fees should be paid in cash at registration
8. Format of Race
The regatta will consist of an offshore race and course races. The offshore race is from Weihai to
Qingdao which will start on the southern waters of Weihai via Rushan and finish on the waters of
Qingdao Olympic Sailing Center. And the course races will be held on the waters of Weihai and
Qingdao City.
9. Schedule
9.1 The schedule is as the following:

Not more than two races are scheduled on the course racing day.
10. Equipment and Measurement
10.1 The Organizing Committee will provide 10 Beneteau F40 boats equipped with
safety/communication/night navigation equipment. All teams make the equipment draw
after the registration.
10.2 Cash deposit is refundable in full if the boats are undamaged after the Regatta. Otherwise,
teams should pay the repairing expenses of the damaged equipment and the amount will be
deducted from the equipment deposit. The organizing committee has the right to demand
indemnification if the deposit is not sufficient.
10.3 The Organizing Committee will check all the boats before racing; if necessary, a measurement
check may be taken at any time during racing.
11. Sailing Instructions
The Sailing Instructions will be available after the on-site registration.

14. Penalty System
14.1 Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
14.2 Decisions of the jury will be final as provided in rule 70.5.
15. Scoring
15.1 The scoring of the total race will be the offshore race result plus the course race result. If there
is tie, the offshore race result will take advance.
15.2 The scoring system for the course races will be the Low Point System of RRS Appendix A. One
race is required to be completed to constitute a series.
16. Support Boats
16.1 The Organizing Committee may provide a boat for team officials and sailors’ families watching
the race in the course race.
16.2 The Organizing Committee may provide one coach boat for coaches or team leaders from
each three teams free of charge in the course race. These boats shall also take responsibility for
rescue if necessary. Fueling for these coach boats will also be provided by the Organizing
Committee free of charge.
16.3 Coach boats supplied by the Organizing Committee must be used under the following
conditions:
16.3.1 These boats must be driven by the drivers appointed by the Organizing Committee.
16.3.2 Following the arrangement of race committee, in principle, coaches or team leaders from
three different teams may share one boat.
16.3.3 Each time there should be only one support personnel from each team onboard.
16.4 All coach boats shall display the sticker or flag supplied by the race committee.
17. Berthing
Boats shall be kept in their assigned places in the harbor.
18. Haul-Out Restrictions
Boats shall not be hauled out during the regatta except with and according to the terms of prior
written permission of the race committee.
19. Diving Equipment and Plastic Pools
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel
boats between the preparatory signal of the first race and the end of the regatta.
20. Radio Communication
Each competition boat must carry with VHF radio or radio station. Channel 16, 72 and 77 must be
available. If not, the boat will be disqualified. A tracker for each boat will be required by the
Organizing Committee, each team should keep it working properly during the race.
21. Photography Consent
By participating in this event, competitors automatically grant to the organizing authority and the
event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any
photography, audio and video recordings, and other reproductions of them made at the venue or
on the water from the time of their arrival at the venue, until their final departure, without
compensation.
22. Prizes:
The prizes will be awarded to:
Championship: €3,000 , Runner-up: €2,000, Third place: €1,000
Fourth to tenth places will be awarded result certificates .
23. Disclaimer of Liability:
23.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race.
The organizing authority will not accept any liability for material damage or personal injury or
death sustained in conjunction with or prior to, during, or after the regatta.
23.2 All the people on board must sign the Disclaimer of Liability.
24. Insurance:
24.1 Each participating sailor shall be insured with valid personal accident insurance with a
minimum cover of €50,000 per event or the equivalent,Original copy of the insurance is
required.The insurance may be bought at registration for approximately €20/person.
25. Accommodation
The Organizing Committee will provide free accommodation during the event。Meals will be taken
care of by racing teams . Hotel rooms will be double standard room. A damage deposit of €50 Euros
by cash may be charged by the hotel and will be refunded if no damage has occurred.
26. Others
26.1 Each team shall bring a flag of their team/club or their national authorities to the Organizing
Committee.
26.2 The Organizing Committee may appoint two journalists on each boat to take photos and video.
Skippers shall be responsible for the safety of the journalists on board and supervise the work of
the journalists on board.
