1. Rules
1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS).
1.2 The ISAF Offshore Special Regulations for the Category 5 event will apply.
1.3 No national authority prescriptions will apply.
1.4 If there is a conflict between languages, the English text will take precedence.
2. Advertising
In accordance with ISAF Regulation 20 (Advertising Code), the race committee may require all
boats to display the event sponsor’s advertising on their bows and/or on backstay pennants.
3. Event and Eligibility
3.1 There will be three one-design classes in the event. They are Beneteau First 40,Flying Tiger
10m(32feet),Far East 26.
3.2 The regatta is open to entries from the following parties:
a) Teams from the friendship cities of Qingdao.
b) Teams from Olympic Sailing Cities.
c) Teams from well-known sailing cities or sailing festival cities.
d) Teams from ISAF member national authorities.
e) Teams from domestic coastal cities.
3.3 The minimum number of entries for each class is 6 respectively. The organizing authority may
cancel the class if 5 or fewer than 5 entries have been received by the entry deadline.

4. Entry on Website
4.1 For each team, there could be one team leader, one interpreter or coach and 4-8 sailors
entered for the competition(Beneteau First 40: 6-8 sailors; Flying Tiger 10m: 4-6 sailors and
Far East 26:4-6 sailors.
4.2 Eligible teams may enter by completing the entry form atwww.qingdaoweek.com and send
it to sailingweek_qdya@163.com with all the Copies of Passports or IDs of all the team
members no later than August 1st, 2012.
4.3 Entry confirmation will be sent by e-mail.
4.4 Approval (stamp)of your National/local administrative authority is required.
4.5. Late entries, accompanied by an additional late entry fee of EUR300.00, may be accepted at
the discretion of the Organizing Committee.
5. On-site Registration
Team leaders of each eligible team shall produce at registration the following:
a) A copy of the entry confirmation.
b) Passports or IDs (the original and the scanned copy) of all the team members.
c) Entry fee and equipment deposit.
d) Proof of third-party liability insurance and personal accident insurance complying with NOR 20.
6. Fees
6.1 Entry fee of Flying Tiger, Far East 26 :EUR 300.00 (including boat charter).
Entry fee of Beneteau First 40 : EUR 600.00 (including boat charter).
For Beneteau First 40 Class, teams complying with NOR 3.2 a and 3.2 b will get a discount of
50%.
6.2 An equipment damage deposit of EUR 1000.00 should be made at registration for each charter
boat.
6.3 All the fees should be paid in cash.
7. Schedule
7.1 The schedule is as the following:
7.2 Up to 9 races are scheduled for the regatta. Not more than three races are scheduled per day.
7.3 The first warning signal of each racing day will be at 1200.
7.4 From August 28th to September 2rd, a technical meeting will be held at 0930 each day in the
briefing room of the Race Office.
8. Equipment and Measurement
8.1 The racing boats of the event are keel boats with 10 Beneteau First 40,10 Flying Tiger . 10
Far East 26. Each team will be supplied by the organizing committee a complete set of it by the
equipment draw after the registration.
8.2 Teams could start to rig the boat and practice after the equipment draw, and clean the bottom
with the instruction of the organizing committee.
8.3 Cash deposit of EUR 1000.00 would be returned in full if the boats are undamaged in any way
after the Regatta. Teams should pay for the repairing of the damaged equipment and the cost of it
will be deducted from the equipment deposit. The organizing committee has the right to demand
indemnification if the deposit is not sufficient.
8.4 The organizing committee will validate the measurement certificates of all boats; if necessary
a measurement check may be taken before racing.
9. Sailing Instructions
The Sailing Instructions will be available after the on-site registration.
10. The Venue

12. Penalty System
12.1 Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
12.2 Decision of the jury will be final as provided in rule 70.5.
13. Scoring
13.1 One race is required to be completed to constitute a series.
13.2 When five or fewer than five races have been completed, a boat’s series score will be the total
of her race scores. When more than five races have been completed, a boat’s series score will be
the total of her race scores excluding her worst score.
13.3 The score of the long distance race or round the island race will not be discarded.
14. Support Boats
14.1 The Organizing Committee may provide a boat for team officials and sailors’ families watching
the race.
14.2 The Organizing Committee may provide one coach boats for each four teams free of charge.
These boats shall also take responsibility of rescue if necessary. Fueling for these coach boats will
also be provided by the Organizing Committee free of charge.
14.3 Coach boats supplied by the Organizing Committee must be used under the following
conditions:
a) These boats must be driven by the drivers appointed by the Organizing Committee.
b) Following the arrangement of race committee, in principle, coach or team leader from four
different teams may share one boat.
c) Each time there should be only one support personnel from each team getting onboard of it.
14.4 All coach boats shall display the sticker or flag supplied by the race committee.
15. Berthing
Boats shall be kept in their assigned places in the boat park during the regatta.
16. Diving Equipment and Plastic Pools
16.1 Underwater breathing apparatus and plastic pools or their equivalent shall not be used around
keel boats between the preparatory signal of the first race and the end of the regatta.
16.2 Swimming inside or within 250 meters from the harbor of Qingdao Olympic Sailing Centre is
banned.
17. Radio Communication
Except in an emergency, a boat shall neither make radio communications while racing nor receive
radio communications not available to all boats. This restriction also applies to mobile telephones.
18. Prizes
The prizes will be awarded to the top ten boats in the overall series scores for each event.
Prizes for Beneteau First 40 are:
Championship: EUR 4,000.00
Runner-up: EUR 3,000.00
Third place: EUR 2,000.00
Fourth place to tenth place: EUR 1,000.00 each
Prizes for Flying Tiger and Far East 26:
Championship: EUR 3,000.00
Runner-up: EUR 2,000.00
Third place: EUR 1,000.00
Fourth place to tenth place: EUR 600.00 each
There will be a prize giving ceremony held at 1900 every racing day to award the winning teams of
each class at that day.
19. Disclaimer of Liability
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The
organizing authority will not accept any liability for material damage or personal injury or death
sustained in conjunction with or prior to, during, or after the regatta.
20. Insurance
20.1 Each participating boat shall be insured with valid third-party liability insurance with a
minimum cover of EUR 500,000 per competition boat or the equivalent before the event. If no
proof of insurance is provided, it may be bought at registration for approximately EUR 200.
20.2 Each participating sailor shall be insured with valid personal accident insurance with a
minimum cover of EUR 50,000 per competition sailor or the equivalent. If no proof of insurance is
provided, it may be bought at registration for approximately EUR 20.
21. Accommodation
21.1 Racing teams can get 1/3 fee waiver from the Organizing Committee at event hotel for team
members up to the number specified in NOR 4.1 from August 28th to September 2nd. Hotel rooms
will be double standard room, RMB ¥220 for each bed(Racing teams pay ¥140 for each
bed).Meals will be taken care of by racing teams.
21.2 A damage deposit of EUR 50 by cash may be charged by the hotel and will be refunded if no
damage has occurred.
22. Teams that arrive ahead of schedule
The teams arriving ahead of schedule may contact the Organizing Committee for accommodation
at event hotel. The daily fee will be EUR 70 per person (including breakfast).
23. Sailing conditions
The average temperature in August is 22 ℃ -30 ℃ and prevailing wind is force 2-4 south &
southeasterly and water temperature is 22℃-25℃.
