ISAF Sailing World Cup Qingdao

NOTICE OF RACE
The ISAF Sailing World Cup Qingdao will be held at Qingdao, China from 12 to 19 October 2013.The Organizing Authority is Chinese Yachting Association.
1. RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).
1.2 RSS Appendix P, Special Procedures for Rule 42, will apply.
1.3 For Medal Races, ISAF Addendum Q, Umpired Fleet Racing, available on the ISAF website
(http://www.sailing.org ), will apply and changes a number of racing rules. The version that is
current when the regatta begins will appear in full in the sailing instructions.
1.4 The prescriptions of the Chinese Yachting Association will not apply.
1.5 If there is a conflict between languages the English text will take precedence.
2. ADVERTISING and BOW NUMBERS
2.1 Boats may be required to display bow numbers and advertising chosen and supplied by the
organizing authority.
2.2 Competitors aboard the boats ranked first, second and third in the series at the beginning of
that day, shall wear yellow, blue and red bibs respectively while racing. The bibs will be
provided by the organizing authority. All other competitors may be required to wear ISAF
Sailing World Cup bibs.
2.3 Boats shall display national flags on mainsails as specified in their class rules. If the class rules
do not include specification for display of national flags, they shall be displayed in accordance
with ISAF specifications.
3 ELIGIBILITY AND ENTRY
3.1 ISAF Eligibility shall apply. Each athlete shall be registered as an ISAF Sailor on the ISAF
website: www.sailing.org/isafsailor.
3.2 Unless otherwise approved by the IOC or the ISAF Executive, each competitor shall be a
national of the country of the Member National Authority (MNA) which enters the boat or
endorses the person in charge (as defined by RRS 46). This requirement does not apply to a
crew member who receives approval to compete in the regatta from the MNA of the person in
charge. Each competitor shall present proof of their nationality or the approved waiver at
registration.
3.3 Olympic gender requirements will apply for each Olympic event.
3.4 Competitors shall present evidence of membership in the applicable class association.
3.5 On-line entry opens on 1st July 2013. Entries must be received no later than 1st September 2013
to qualify for the early entry fee and will not be accepted after 23 September 2013. Entry in the
event is not final until registration is completed.
3.6 Competitors and coaches shall enter by completing the on-line entry form on the event website
www.qingdaosailingworldcup.com and paying the required fees.

3.7 Competitors under 18 years of age shall present a signed and completed parent (or guardian)
consent and declaration form at registration. The forms are available for download on the event
website www.qingdaosailingworldcup.com
3.8 Events
3.8.1 The regatta is open to the following events:

3.8.2 The organizing authority may cancel an event if less than 4 entries has not been
received by midnight (local time) 20 September 2013. Competitors will be notified of
cancelled events by email and posting on the event website. The entry fees for
cancelled events will be refunded.
3.9 There are some charter boats for Laser, Laser Radial and 470 competitors and travel funds for
RS:X offered by the organizing authority . Information about charter boats and travel funds for
RS:X is available in Addendum B and on the Event Website.
3.10 For any event in which, on midnight (local time) 23 August 2013, the number of charter
boats/funds applications exceeds the quota specified in Addendum B, the following procedure
will apply:
3.10.1 The MNAs of the applications received will be sorted in Priority Order, based on the
order of each MNA's highest appearance in the current ISAF World Sailing Rankings.
3.10.2 Ties in the Priority Order will be resolved in favour of the MNA whose application was
received first. MNA's not appearing in the applicable ISAF World Sailing Rankings
shall be sorted by application date and added at the end of the MNA Priority Order.
3.10.3 The applications will be accepted as follows:
(a) One place awarded to the host MNA.
(b) One place, awarded in MNA Priority Order, for each MNA with a remaining
entry application.
(c) Repeat 3.10.3(b) above until the quota is filled
3.10.4 Each MNA with excess application(s) will decide which application(s) fill the available
slots.
3.11 For any event in which NOR 3.10 does not apply, applications will be accepted in the order
received.
4. FEES
4.1 Entry fees are stated in US Dollars and include any local taxes. Entries received by 1
September 2013 will qualify for the early entry fee.

4.2 If an entry is cancelled by the competitor, the entry fee will be refunded as follows:

5. FORMAT
5.1 The regatta will consist of an opening series and a medal stage. The opening series may be
divided into a qualifying series and a final series. The top ten finishers in the opening series of
each event will advance to the medal stage which is to be defined in the sailing instructions.
5.2 Other formats may be used as authorized by ISAF.
6. SCHEDULE
6.1 Registration for competitors, coaches and team leaders is scheduled to begin at 09:00h on
Saturday, 12th October 2013 at Qingdao International Yacht Club.
6.2 The first briefing for coaches and team leaders is scheduled for 17:00h on Sunday 12th October
2013 at Qingdao International Yacht Club.
6.3 The schedule of races (not including medal races) and dates of racing is as follows:

6.4 On the last day of racing, no warning signal will be made after 1600.

7. EQUIPMENT INSPECTION
7.1 This event is an international event for the purposes of RRS G1.1.
7.2 Boats shall be available for inspection from 09:00h Saturday, 12 October 2013 or as agreed in
writing with the organizing authority. Details of pre-first race equipment inspection, location and
schedules will be posted on the official notice board.
7.3 Boats may be subject to inspection at any time during the event. The procedures for
inspections will be specified in the sailing instructions or equipment inspection regulations
(EIR).
7.4 The equipment limitations as specified in the class rules shall apply.
8. SAILING INSTRUCTIONS
Sailing instructions will be available on 12 October 2013 at registration and on the event
website. Other documents governing the event will be published with the sailing instructions.
9 VENUE
9.1 The regatta venue will be Qingdao Olympic Sailing Centre.
9.2 The racing area will be in the waters near Fushan Bay, Qingdao, China.
10. THE COURSES
The courses will be Windward/Leeward or Trapezoid.
11. INTERNATIONAL JURY
An International Jury will be appointed in accordance with rule RRS 91(b).
12 SCORING
12.1 RRS Appendix A will apply except that a boat finishing first shall be scored zero points. This
changes RRS A4.1
12.2 At least 3 races are required to be completed to constitute a regatta.
12.3 In a medal stage race, a boat’s score shall be double the number of points specified in RRS
Appendix A 4.1, and the score for that race shall not be excluded from the event series score.

12.4 Ties in the series score between boats with different medal race point scores shall be broken in
favour of the boat that scored better in the final medal stage race. This changes RRS Appendix
A8.
12.5 Other scoring systems may be used as authorized by ISAF.
13. SUPPORT BOATS AND PERSONNEL
13.1 All support boats shall be registered with the organizing authority and will be required to comply
with local legislation and event support boat regulations. The organizing authority may refuse
registrations and accept later registrations at their sole discretion.
13.2 All support boats shall clearly display the 3 letter national code of their ISAF Member National
Authority at all times while afloat. The minimum height for the letters shall be 200 mm. and
visible from both sides of the boat.

13.3 Support boats with team leaders, coaches and other support personnel shall stay outside areas
where boats are racing from the time of the starting sequence until all boats have finished or
the race committee signals a postponement, general recall or abandonment.
14 BERTHING
Boats shall be kept in their assigned places in the boat park or harbour.
15 RADIO COMMUNICATIONS
Except in an emergency, a boat shall neither make nor receive radio transmissions, text
messages or cellular phone calls while racing except in an emergency or when using
equipment provided by the race committee.
16 PRIZES
16.1 Medals will be awarded to the top 3 boats in each event. The Organising Authority may alter
prizes if less than 10 boats are entered in an event.
16.2 Prize money will be awarded to the top 3 boats in each event as follows:
First Place: USD 18.000
Second Place: USD 8.000
Third Place USD 4.000
17 INSURANCE
Each participating crew shall present a valid insurance certificate showing proof of third-party
liability coverage of at least USD 1.000.000 Euros (or equivalent) per incident.
18 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race.
Neither the organizing authority nor ISAF will accept any liability for material damage or
personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
19 MEDIA RIGHTS
19.1 By participating in an event of the ISAF Sailing World Cup competitors automatically grant to
the organizing authority, ISAF and their sponsors, the right in perpetuity to make, use and
show, from time to time at their discretion, any motion pictures and live, taped or filmed
television and other reproductions of the athlete during the period of the competition without
compensation.
19.2 Boats may be required to carry cameras, sound equipment or positioning equipment as
specified by the Organising Authority.
19.3 The top three competitors as well as the individual race winners may be required to attend a
media press conference each day.
19.4 Competitors may be required for interviews at the regatta.

A1 REGATTAS
The 2013-2014 ISAF SAILING WORLD CUP series is comprised of the following regattas:

ISAF may add additional regattas to the Sailing World Cup series in the future.
A2 Property
The ISAF Sailing World Cup is owned by ISAF.
A3 Eligibility, Entry and Quotas
A3.1 For the purposes of determining the MNA Priority Order used in establishing eligibility and
quotas, the order of each MNA's highest appearance on the ISAF World Rankings as of the
Entry Quota deadline date.
A3.2 MNA's not appearing in the ISAF World Rankings shall be sorted by application date and added
at the end of the MNA Priority Order.
A4 Prizes
A4.1 ISAF may award prizes for SWC competition, in a format and number to be determined.
A4.2 A boat placing first, second or third in the regatta will forfeit the ISAF World Rankings points if
they fail to attend the prize giving ceremony without prior written permission from the organizing
authority.

NoR Addendum B – Information about Charter Boats and Travel funds
B1 LASER AND LASER RADIAL
B1.1 Number of boats available: 60 Laser and 80 Laser Radial
B1.2 Boats cost USD 800 plus a refundable USD 400 damage deposit and will be available from 12th
October 2013.
B1.3 Extension fee: USD 125 per day (available from 8th October)
B1.4 Charter boats are 2011 Laser models in excellent condition, used in only one previous event.
B1.5 Boat will be supplied with a fully fitted Laser hull including the deck block fitting and the two
single blocks and cleats for the deck led cunningham and outhaul systems. The boats will be
supplied with mainsheet side cleats, centerboard, rudder and spars.
B1.6 Competitors must bring their own sail.
B2 470 MEN AND 470 WOMEN
B2.1 Number of boats available: 25 Men and 15 Women
B2.2 Boat cost USD 1.600 USD plus a refundable USD 800 damage deposit available from 12th
October 2013.
B2.3 Extension fee: USD 250 per day (available from 8th October)
B2.4 Charter boats are 2013 Blueblue models.
B2.5 Charter boats will be supplied with a fully fitted 470, including ropes, systems, regulations,
centreboard, rudder, tiller and tiller extension. Boats will be supplied with Superspars rigged
mast with trapezes system, boom and spinnaker pole.
B2.6 Competitors must bring their own sails, including the jib wire.
B3 RS:X MEN AND WOMEN
The organizing authority will provide travel funds for the equipment, up to a maximum of one
hundred entries (60 RS:X Men and 40 RS:X Women), as follows:
(a) Non-Asian competitors: USD 800
(b) Asian competitors: USD 300
