The regatta will be held on the waters of Shandong Peninsular with Qingdao Olympic Sailing Centre and venue of each city to be the hosting venue.The Organizing Authority is the China Water Sports Administration in conjunction with Qingdao Municipal Government and supported by Qingdao Sports Bureau,Qingdao Olympic Sailing City Development Association,Qingdao Yachting Association,Qingdao City Construction Investment Group,Qingdao Administration Center of Sailing Sport.
1. Rules
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).
1.2 ISAF Offshore Special Regulations will also apply (all races will be category 4).
1.3 If there is a conflict between languages, the English text will take precedence.
2.Advertising
2.1In accordance with ISAF Regulation 20 (Advertising Code), the race committee may require all boats to display the event organizer’s advertising on their bows and/or on backstay pennants.
2.2 Advertisements of the teams which are put on the racing boats by the teams must ask for permission of the race committee.
2.3 The race committee have the right to refuse the teams’advertisements which against the event sponsor or the local advertising laws.
3.Eligibility
The regatta is open to entries from the following parties:
3.1 The regatta is open to native and international sailers (teams),teams can be from cities,nations and clubs.
3.2 A tracker and engine working recorder for each boat may be required by the Organizing Committee, each team should keep it’s working properly during the race.
3.3 Handhold VHF Radio should be taken by each team.
3.4 Each team can have 6-8 crews on board plus 1 assistant crew onshore;each team should have 2 experienced skippers who’s capable of yacht race,3 experienced crews who’s capable of yacht race. CVs of the 2 skippers and CVs for the 3crews should be submitted for registration,qualifications or certificates of 2 skippers should display for registration, qualifications or certificates must be from CYA,RYA,ASA or from other equal organization.
4.Class
One design Class: 10 Beneteau First 40 (Provided by the organizing committee)
5.Entry on website
5.1 Each team may 6 to8 crews( including 2 skipper and 4 experienced sailors)
5.2 Eligible teams may enter by completing the entry form at http://www.qdsailing.org and send it to Rachel_yrh@163.com with all the Copies of Passports or IDs of all the team members no later than August 8 th,2013.
5.3 All entries will be confirmed by e-mail from the Organizing Committee
5.4 Approval (stamp)of your National/local administrative authority is required
5.5 Late entries, accompanied by an additional late entry fee of 500 Euros,may be accepted at the discretion of the Organizing Authority.
6.On-site Registration
Team leaders of each eligible teams shall provide at registration the following:
6.1 A copy of the entry confirmation
6.2 Passports or IDs(the original and the scanned copy) of all the team members.
6.3 Registration fee and deposit of equipment (either RMB or EURO is OK)
6.4 Proof of personal accident insurance (the original and the scanned copy)
complying with NOR 23. If you have no valid insurance, please buy it at registration.
7. Fees
7.1 Teams need to pay registration fee of € 500 and equipment deposit of € 2,000
7.2All the fees should be paid in cash at registration,the fees could be equal RMB with exchange rate on the day.
8.Format of Race
The regatta will consist of a long distance race 、a round island race and course races.
9.Schedule
9.1 The schedule is as the following:
Not more than three races are scheduled on the course racing day.
10.Equipment and Measurement
10.1The Organizing Committee will provide 10 Beneteau frist 40s equipped with safety/communication/night navigation equipment. All teams make the equipment drawing after the registration
10.2 Cash deposit is refundable in full if the boats are undamaged after the Regatta. Otherwise, teams should pay the repairing expenses of the damaged equipment and the amount will be deducted from the equipment deposit.
10.3 The Organizing Committee will check all the boats before racing; if necessary, a measurement check may be taken at any time during racing.
11.Sailing Instructions
The Sailing Instructions will be available after the on-site registration.

Appendix 2 shows the venue and the racing area of the course racing inQingdao. .

14.Penalty System
14.1 Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
14.2 Decisions of the international jury will be final as provided in rule 70.5.
15.Scoring
15.1 The scoring of the total race will be the long distance race result 、round island race plus the course race result. If there is tie, the round island race result will take advance.
15.2 The scoring system for the course races will be the Low Point System of RRS Appendix A. One race is required to be completed to constitute a series.
16.Berthing
Boats shall be kept in their assigned places in the harbor.
17.Haul-Out Restrictions
Boats shall not be hauled out during the regatta except with and accordingto the terms of prior written permission of the race committee.
18.Diving Equipment and Plastic Pools
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the preparatory signal of the first race and the end of the regatta.
19.Radio Communication
Race committee official channels is VHF72,reserved channel is VHF 77.listen to channel VHF16 each team need to bring your own handhold walkie-talkie during the games
20.Photography Consent
By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.
21.Prizes:
The prizes will be awarded to:
Championship: €2,000 , Runner-up: €1,200, Third place: €800
Fourth to tenth places :€500 .
22.Disclaimer of Liability:
22.1 Competitors participate in the regatta entirely at their own risk.See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
22.2 All the people on board must sign the Disclaimer of Liability.
23.Insurance:
23.1 Each participating crew shall be insured with valid personal accident insurance with a minimum cover of €10,000 per event or the equivalent,Original copy and copy of the insurance is required.. The insurance may be bought at registration for approximately €50/person
24.Accommodation
24.1 In order to facilitate management,the Organizing Committee will provide unified accommodation during the event(August 23th—27th) . The participating teams and the Organizing Committee will share the burden of accommodation costs. Hotel rooms will be double standard room.In accordance with the number of the requirements of all levels ,the hotel provide the appropriate rooms.Each team for each standard room shall pay 300 yuan (or the equivalent US dollar, EURO), and the rest of the room rate will be paid by the Organizing Committee.Meals will be taken care of by participating teams.
24.2A damage deposit of €50 euros by cash may be charged by the hotel and will be refunded if no damage has occurred.
25.Others
25.1 Each team shall bring a flag of their team/club or their national uthorities to the Organizing Committee.
25.2 The Organizing Committee may appoint two journalists on each boat to take photos and video. Skippers shall be responsible for the safety of the journalists on board and supervise the work of the journalists on board.
