Notice of Race (Draft)
The regatta will be held in the waters of Qingdao, Shandong with Qingdao Olympic Sailing Centre to be the hosting venue. The Organizing Authority is the Chinese Yachting Association and Qingdao Municipal Government supported by Qingdao Sailing City Development Association, Qingdao Sports Bureau, Qingdao Education Bureau,Qingdao City Construction Investment Group, Qingdao Yachting Association, Qingdao Administration Center of Sailing Sport, China Marine Sports School, Shandong Marine Sports School, Qingdao Water Sports Training Center,Qingdao International Yacht Club , Qingdao Sinan Sailing Club.
1.Rules
1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS)
1.2 No national authority prescriptions will apply.
1.3 Rule 61.1 “Informing the Protestee” is changed as follows:
Add to rule 61.1(a):“The protesting boat shall inform the Race Committee of the boat/s being protested at the finishing line immediately after finishing.”
1.4 Rule 40 and the preamble to Part 4 are changed as follows:
1.4.1 The first sentence of rule 40 is deleted and replaced by: ‘Each competitor shall wear a personal flotation device (PFD) according to class rule 42 (a), properly secured at all times while on the water except when temporarily adding or removing clothing.
1.4.2 Add to the preamble of Part 4, after ‘racing’: “, except rule 40 as amended by the Notice of Race 1.4.1”.
1.5 If there is a conflict between languages, the English text will take precedence.
2.Advertising
2.1 Competitor’s advertising will be restricted as per ISAF Regulation 20.3
2.2 Boats may be required to display advertising chosen and supplied by the Organizing Authority.
3.Eligibility
The regatta is open to entries from the following parties:
3.1 Teams from international sailing cities; teams from national sailing associations and well-known international yachting clubs. Racing experience in local/regional/international regatta and valid certification of results are required.
3.2 Teams from domestic coastal cities;Provincial and Municipal Sailing Teams in China. Racing experience in regional/international regatta and valid certification of results are required.
3.3 Teams from Qingdao local sailing schools. Racing experience in provincial/national regatta and valid Certification of top 6 places are required.
4.Entry on website
4.1 All the eligible teenagers should be born after 1st August, 1999.
4.2 For each team, there could be 1-2 team leaders, coaches or guardians and 6 sailors.
4.3 Eligible teams may enter by completing the entry form at from www.qdsailing.org and send it to sailingweek_qdya@163.com no later than 1th July, 2014.
4.4 Eligible entries will be confirmed with Entry Confirmation by the Organizing Committee.
5. On-site Registration
Team leaders of the each eligible team shall provide at registration the following:
5.1 A copy of the Entry Confirmation.
5.2 Proof of compliance with NOR 4.1 and valid certification of results in previous regatta for all the teenagers.
5.3 Passports or Identification Cards of all the team members.
5.4 Proof of personal accident insurance complying with NOR 22.
6.Fees
6.1 No entry fee.
6.2 The Organizing Committee will offer free accommodation and meals for one eligible team(up to 6 kids and 2
adults ) from each oversea country or area.
6.3 The Organizing Committee will offer free accommodation and meals for one eligible team(up to 6 kids and 2 adults ) from strategic corporation alliance city with Qingdao.
6.4 Teams not complying with NOR 6.2 and NOR 6.3 will pay for their own accommodation and meals.
7.Format of Racing
7.1 Fleet race.
8.Schedule
8.1 The scheduled is as the following:
8.2 Up to 12 races are scheduled for the regatta. Not more than 4 races are scheduled per day.
8.3 The first warning signal of each racing day will be at 11:00. There will be no warning signal after 14:00 on 20th August.
9.Equipment and Measurement
9.1 The Organizing Committee will supply all the equipment which will have been measured, including the buoyancy aid.
9.2 No changes, additions, or alterations to the spars, hull and fittings shall be made. The Organizing Committee may check the equipment anytime.
9.3 The damage, lost or breakdown of any hulls, spars or any parts should be reported to the Organizing Committee at once and applying for fixing or replacement.
9.4 Competitors may use their own foils, spars, and sails. Sails must come with an IODA button and completed measurement certificate.
10. Sailing Instructions
The Sailing Instructions will be available after the on-site registration.
11. The Venue
The racing area will be on the water off the Qingdao Olympic Sailing Center. Details of the area and the venue will be attached in the SI.
12.The Course
The course to be sailed will be released in SI.
13.Penalty System
13.1 Appendix P will apply.
13.2 Decision of the jury will be final as provided in rule 70.5.
14.Scoring
14.1 One race is required to be completed to constitute a series.
14.2 When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.
14.3 When 6 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
15.Safety
15.1 All the team members, competitors, staffs, volunteers and life guards must follow the instructions from the Organizing Committee.
15.2 All the people on board must hold valid and adequate personal accident insurance compliance NOR 22.
16.Support Boats
16.1No free coach boat will be provided by the Organizing Committee.
16.2The Organizing Committee may help teams to rent coach boat.
16.3All coach boats shall display the sticker or flag supplied by the race committee.
17.Berthing
All Dinghy and boats shall be kept in their assigned places or pontoons in the boat park during the regatta. And all competition boats should be clean, dragged and well covered after use ever.
18.Diving Equipment and Plastic Pools
18.1 Underwater breathing apparatus and plastic pools or their equivalent shall not be used in the marina between the first day of the camp and the end of the regatta.
18.2 Swimming inside or within 250 meters from the harbor of Qingdao Olympic Sailing Centre is not permitted.
19.Competition Equipment
19.1 The Organizing Committee will supply the competition equipment free of charge.
19.2 The damage deposit will be charged at €150 Euros per boat.
20.Prizes
The prizes and certificates will be awarded to the top 8 sailors.
21.Disclaimer of Liability
Competitors and teams participate in the regatta(including the camp) entirely at their own risk. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta as well as the training camp.
22.Insurance
22.1 Each participating sailor shall be insured with valid personal accident insurance with a minimum cover of €50,000 Euros or the equivalent. If no proof of insurance is provided at registration, insurance may be bought at registration for approximately €20 Euros.
22.2 The Organizing Committee will be responsible for the third-party liability insurance of the competing equipment.
23.Sailing Conditions
The average temperature in August is 22℃-30℃and prevailing wind is force 2-4 south & southeasterly and water temperature is 22℃-25℃.
