1.Rules
1.1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing.
1.2. ISAF Offshore Special Regulations will also apply (OSR, all races will be category 5).
1.3.If there is a conflict between languages, the English text will take precedence.
2.Advertising
2.1. In accordance with ISAF Regulation 20 (Advertising Code), the race committee may require all boats to display the event sponsor’s advertising on their bows and/or on backstay pennants.
2.2. Advertisements of the teams on the racing boats must be approved by the organizing authority.
2.3. The organizing authority have the right to refuse the teams’ advertisements which against the event sponsor or the local advertising laws.
3.Event and Eligibility
3.1. The regatta is open to native and international sailors (teams),teams can be from cities, nations and clubs.
3.2. A tracker and engine working recorder for each boat may be required by the organizing authority, each team should keep it working properly during the race.
3.3. Handhold VHF Radio should be taken by each team.
3.4. Each team should have at least 1 skipper and 2 crews who are experienced on fleet racing. CVs of the skipper and 2 crews should be submitted for registration. Qualifications or certificates of the skipper should be submitted for registration. Qualifications or certificates must be from CYA, ASA,RYA or from other equal organization.
4. Classes
There are two Classes for this regatta which is : Beneteau First 40 and Longtze Premier( The equipments will be provided by the organizing authority).
5.On-line Entry
5.1. For each team, there could be only 1 assistant crew ashore and 6-8 competitors onboard of Beneteau First 40; 4-5 competitors onboard of Longtze Premier boat.
5.2. Eligible teams may enter by completing the entry form at http://www.qdsailing.org and send it to sailingweek_qdya@163.com with all the copies of Passports or IDs of all the team members. Entries must be received no later than 24:00hrs, August 1st, 2014.
5.3. Teams receiving the E-mail confirmation letter is considered signing up successfully.
5.4. Approval (stamped) of your National/local administrative authority is required.
5.5. Late entries, accompanied by an additional late entry fee of EUR500, may be accepted at the discretion of the organizing authority.
6.On-site Registration
Team leaders of each eligible team shall provide these following documents at registration:
6.1. A copy of the entry confirmation.
6.2. Passports or IDs (the original and the scanned copy) of all the team members.
6.3. All the Entry fee and equipment damage deposit.
6.4. Proof of third party liability insurance and personal accident insurance complying with NOR23.
7.Fees
7.1. Each team needs to pay entry fee(Beneteau First 40:€600;Longtze Premier:€ 300)and equipment deposit of €1,000(Or equal RMB with exchange rate on the day).
7.2. All the fees, including entry fee and equipment damage deposit, should be paid in cash at registration.
8.Format of Race
The regatta will consist of long distance races, round island races and course races.
9.Schedule
9.1.The schedule is as the following:
9.2. Not more than three Course races are scheduled per day.
10. Equipment and Measurement
10.1. The organizing authority will provide 10 Beneteau frist 40s and 7 Longtze Premier. All teams should make the equipment drawing after the registration.
10.2. Cash deposit would be returned in full if the boats are undamaged in any way after the Regatta. Otherwise, teams should pay for the repairing of the damaged equipment and the cost of it will be deducted from the equipment deposit. The organizing authority has the right to demand indemnification if the deposit is not sufficient.
10.3. The organizing authority will validate the measurement certificates of all boats; if necessary a equipment inspection may be taken at any time during racing.
11. Sailing Instructions
The Sailing Instructions will be available after the on-site registration.

14. Penalty System
14.1. Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
14.2. Decision of the jury will be final as provided in rule 70.5.
15. Scoring
15.1. The scoring of the total race will be the long distance race result, round island race plus the course race result. If there is tie, the round island race result will take advance.
15.2. The scoring system for the course races will be the Low Point System of RRS Appendix A. One race is required to be completed to constitute a series.
16. Berthing
Boats shall be kept in their assigned places in the boat park during the regatta.
17.Haul-Out Restrictions
Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.
18. Diving Equipment and Plastic Pools
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the preparatory signal of the first race and the end of the regatta.
19.Radio Communication
Race committee official channels is VHF72, reserved channel is VHF 77.listen to channel VHF16.
20. Photography Consent
By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.
21. Prizes
Material Prize will be awarded: Material Prize and certificate will be awarded to the top three boats in the overall series scores for each event. There will be a prize giving ceremony held in 1 hour after every racing day to award the winning teams of each class at that day.
22. Disclaimer of Liability
22.1. Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
22.2. All the people on board must sign the Disclaimer of Liability.
23. Insurance
Each participant must have valid accident insurance with the minimum insurance cover of 30,000 euros per incident. Original insurance document should be displayed during the registration, if not, 30 euros are required for insurance purchasing. Those who do not provide the Original insurance document or purchase the insurance at on-site registration maybe banned to participate by the organizing authority.
24. Accommodation for Participants
24.1. Accommodation will be arranged by the organizing authority from 19th-23rd, Aug. The accommodation fee will be paid by teams and organizing authority together. Hotel reservation form must be received by the organizing authority no later than 10th,Aug.The organizing authority will not guarantee the validity of the reservation submitted later than 10th,Aug.The accommodation fee should be paid by the team if the reservation is canceled 2days before check-in. Standard rooms twin beds (including breakfast) will be offered to participants. The team needs to pay 300 RMB per day per room or in equal USDEURO for double occupancy, whilst the team needs to pay 400RMB per day per room or in equal USDEURO for single occupancy .Meals should be arranged by the teams. Please give a note on reservation form if any other accommodation requirements needed.
24.2. A damage deposit of EUR 50 for each participant by cash may be charged by the hotel and will be refunded if no damage has occurred.
25. Others
25.1. Each team shall bring a flag of their team/club or their national authorities to the organizing authority.
25.2. The organizing authority may appoint two journalists on each boat to take photos and video. Skippers shall be responsible for the safety of the journalists on board and supervise the work of the journalists on board.
