2016 ISAF SAILING WORLD CUP (SWC)
QUALIFICATION SYSTEM
For the purpose of the qualification system and related documents, the terms ‘sailor’ and ‘competitor’ have the same meaning.
1. The 2016 SWC will consist of five Rounds for all 10 Olympic Events plus, when possible, Paralympic Events and Formula Kite racing. The SWC will culminate with a Final to be held in Abu Dhabi.
2. The Round locations, dates and entry quotas for each Event are displayed in the table below.
NC: No competition
3. Where the quotas (fleet sizes) are limited at a SWC Round, ISAF shall use the Qualification Process described below, based on qualification through the ISAF World Sailing Rankings (WSR) or through a SWC Qualification Regatta. However:
(i) When, after sending the invitations, demand for places in an Event at an SWC Round is not expected to exceed the quota, ISAF may announce that entry in that Event is open to all and not subject to a qualification process, and in which case entries will be accepted in order of payment of the entry fee.
(ii) Qualification for Miami will follow the process in paragraph 6.
4. Qualification through ISAF World Sailing Rankings (WSR).
4.1. For Olympic Events, the top 30 ISAF WSR ranked sailors in each Event shall be invited to enter a SWC Round based on their ranking on the publish dates in paragraph 4.2.
4.2. The ISAF WSR on the following publish dates shall determine invitation for entry:
4.2.1. SWC Round Melbourne: 21 September 2015
4.2.2. SWC Round Hyeres – 31 January 2016
4.2.3. SWC Round Weymouth & Portland – 31 January 2016
4.2.4. SWC Round Asia Qingdao – 13 June 2016
4.2.5. SWC Final Abu Dhabi – 13 June 2016
4.3. After the ISAF WSR is released, sailors have 48 hours to report an administrative mistake in the ranking list. Invitations will be issued based on the ranking list at the expiry of this period. After the 48 hours period, the ranking will not be re-calculated and any amendment will be included in the next ranking release.
4.4. When a sailor declines invitation for entry into a Round, or attendance is not confirmed by the date specified in the invitation letter, the invitation will revert to the SWC Qualification Regatta.
4.5. If a sailor accepts an invitation and then fails to attend, or withdraws within one month of the start of the Round, without written approval from the OA, ISAF will retain the entry fee and may exclude that sailor from his or her next home continent SWC Round or impose any similar sanction.
5. Qualification through SWC Qualification Regatta.
5.1. Sailors at a Qualification Regatta wishing to be invited to a SWC Round shall meet the following eligibility requirements:
i) Sailors shall comply with the nationality criteria stated in the ISAF Sailing World Cup NoR/SI 3.8; and
ii) For 2-person boats, the sailors who qualify together shall be the sailors who will be invited. Those sailors shall register and compete together at the SWC Round.
5.2. 10 places per Event at the SWC Round, plus the number of declined invitations for that Event from section 4, shall be allocated to qualification through the Qualification Regatta.
5.3. Eligible sailors will qualify based on finishing position at the Qualification Regatta. If a sailor who has qualified declines his or her invitation, then the invitation will pass to the highest placed finisher not yet qualified.
5.4. No new invitations will be issued within five days of the first racing day.
5.5. The process and timescales in 4.3 and 4.4 shall apply to these invitations.
5.6. The SWC Qualification Regattas will be:
5.6.1. Oceania Qualifier Regatta: After the ranking release on 21 September 2015, it will be determined if a qualifier for the SWC Melbourne is needed.
5.6.2. Princess Sophia Trophy (Palma de Mallorca) – 25 March to 2 April 2016, for the SWC Hyeres and the SWC Weymouth and Portland Rounds.
5.6.3. Asian Qualifier Regatta – After the ranking release on 13 June 2016, it will be determined if a qualifier for the SWC Qingdao is needed.
6. Miami Round
6.1 Where the Event Quotas are exceeded by the number of paid applications at 5:00 pm GMT on Friday, December 4th, 2015, the following procedure will apply.
6.1.1 For each event, the MNAs of the applications received will be sorted in Priority Order, based on the order of each MNA's highest place in the ISAF World Sailing Rankings as of 5 December 2015
6.1.2 Ties in the Priority Order will be resolved in favour of the MNA whose earliest paid application was received first. MNA's not appearing in the applicable ISAF World Sailing Rankings shall be sorted by paid application date and added at the end of the MNA Priority Order.
6.1.3 Paid applications will be accepted, as follows, until the quota is filled:
a) One place, awarded in MNA Priority Order, for each MNA with a paid application. If the number of MNA’s with paid applications exceeds the Event Quota on the Priority Date, the Event Quota will be increased so that each MNA has one entry.
b) Repeat first sentence of 6.1.3 a) above until the quota is filled.
c) An MNA with paid application(s) that are excluded by the Event Quota process shall decide which application(s) fill the available slot(s). An MNA shall submit a final list of names no later than 5:00 pm GMT, on January 21st, 2016.
6.2 For any Event in which paragraph 6.1 does not apply, entries will be accepted in the order received until the Event Quota is reached.
7. Qualification for the 2016 SWC Final
7.1. The winner of the Class World Championships (if held before 1 August 2016) will qualify to the 2016 SWC Final.
7.2. Rio 2016 Olympic Medallists will qualify for the 2016 SWC Final.
7.3. The 2016 ISAF World Sailing Rankings on the publish date in paragraph 4.2 will be used to qualify the remaining quota places.
7.4. The timescale in 4.3, and paragraph 4.4, apply to invitations to the SWC Final.
8. Kiteboarding
8.1. The Kiteboarding sailor rankings will be calculated in 2016 using the same system as ISAF sailor rankings.
8.2. The process and timescales in 4.3 and 4.4 shall apply to these invitations.
8.3. Qualification through ISAF World Sailing Rankings (WSR). The top 12 WSR ranked Men sailors and the top Women sailor shall be invited to enter a SWC Round based on their ranking on the publish dates in paragraph 4.2.
8.4. Qualification through SWC Qualification Regatta.
8.4.1 Men
a) 8 places, plus the number of declined invitations for that Event from section 8.3, shall be allocated to qualification through the Qualification Regatta
b) Of these places, 3 shall be reserved for sailors from each of the associated home continent(s). However, this 3 shall be reduced to 2 if there are only 5 or 6 home continent sailors competing at the Qualification Regatta, and 1 if there are 4 or fewer. 2016 Qualification System SWC - 12 Oct 2016 Page 4 of 4 Updated 12 Oct 2015
c) Sailors will qualify based on finishing position at the Qualification Regatta. If a sailor who has qualified declines his or her invitation, then the invitation will pass to the highest placed finisher not yet qualified.
8.4.2 Women
a) 3 places, plus the number of declined invitations for that Event from section 8.3, shall be allocated trough the IKA World Championship.
b) Sailors will qualify based on finishing position at the World Championship. If a sailor who has qualified declines his or her invitation, then the invitation will pass to the highest placed finisher not yet qualified.
8.5 Qualification for the 2016 SWC Final
a) The Event winners from the 2016 SWC Rounds will qualify to the 2016 SWC Final.
b) The best placed ‘home continent’ sailor at the 2016 SWC Rounds will qualify to the 2016 SWC Final.
c) The three podium places from the 2016 IKA World Championships will qualify to the 2016 SWC Final.
d) The 2016 ISAF World Sailing Rankings on the publish date in paragraph 4.2 will be used to qualify the remaining quota places.
