‘[DP]’ denotes a rule for which the penalty is at the discretion of the protest committee. ‘[NP]’ denotes a rule that shall not be grounds for protests by a boat. This changes RRS 60.1(a).
1.Rules
1.1.The regatta will be governed by the rules as defined in the Racing Rules of Sailing(RRS).
1.2.The rules for the handling of boats will apply, and will also apply to any time when the boats are on the water while not racing.
1.3.Add to RRS 41(e): help to recover from the water and return on board a crew member, provided the return on board is at the approximate location of the recovery.
1.4.The prescriptions of the National or Regional Yachting Association will not apply.
1.5.If there is a conflict between languages, the English text will take precedence.
1.6.When RRS 20 applies, a boat may indicate her need for room to tack or her response by the official VHF channel.
2.Sailing Instructions
The Sailing Instructions will be available after on-site registration.
3. Radio Communication
3.1.The online official notice board is the Wechat group “2023 ASAF Cup Qingdao International Regatta ”.
3.2.[NP]Handhold VHF Radio should be brought by each team.
3.3.On the water, the race committee will make courtesy broadcasts to competitors on VHF radio. The channel will be stated in the Sailing Instructions.
3.4.[DP] While racing, except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.
3.5.[NP][DP]A tracker and engine working recorder for each boat may be required by the organizing authority. Each team should keep it working properly during the race.
4.Eligibility and Entry
4.1. The regatta is open to J80 and Fareast 28R. The organizing authority will organize a regatta of 10 boats of J80, and 10 boats of Fareast 28R. The competitor may bring their own boats .
4.2. When the number of boats entering and registering on-site for one class is less than 5, the event of that class will be canceled.
4.3.The regatta is open to ASAF members. Each ASAF member could only register one team in one class, while China could register 2-3 extra teams as the host.
4.4.[NP][DP]For each team, there could be only 1 team leader or coach. There could be 4-6 competitors on board and each team should have at least 1 helmsman and 2 competitors who are experienced in yacht racing.
4.5.Eligible teams shall provide the following documents:
(1) Entry form (electronic version)
(2) Scanned copies of all team members’ IDs, or Passports
(3)The photo and introduction of sailing experience of the helmsman, introduction of sailing experience of 2 competitors, introduction of the team (within 400 words), group photos and VCR of the team.
(4) Qualifications or certificates of the helmsman, which must be from MSA China, CYA, RYA or other equivalent organizations.
4.6.Entries must be received no later than 24:00, July 31st, 2023. Eligible teams may send the documents listed in NOR4.5 to qdfgzxjsb@qd.shandong.cn. The entry form could be found on Appendix 1 or downloaded from the following website: http://www.qdsailing.org.
4.7.The organizing authority will send the entry confirmation according to the entry order of each team. Receiving the email confirmation letter is considered signing up successfully.
4.8.Late entry may be accepted at the discretion of the organizing authority.
4.9.The team who signs up successfully shall provide the following documents at on-site registration:
(1)The original passports or IDs of all team members
(2) Proof of personal accident insurance complying with NOR
(3) Disclaimer of Liability
5.Fees
5.1.There is no entry fee, but the team who charters the boat from the organizing authority needs to pay boat charter fee and equipment deposit. Payment information will be notified separately. The organizing authority has negotiated with the boat owners on the charter fees for the regatta, details are as follows:
5.2.Boats may be charted for the regatta from August 11th to 15th. The boats are available 3 days before August 11th for practicing, and the charter fee for those days is as shown above. Please contact the organizing authority in advance.
6.Crew Limitations
The following crew limitations on board during racing for each class apply:
7.Advertising
7.1.Boats shall display advertising chosen and supplied by the organizing authority.
7.2.[DP]During the regatta, any removal of organizing authority advertising is forbidden. The organizing authority may protest a boat who does not comply to this instruction.
7.3.[NP][DP]Advertisements of the teams on the racing boats must be approved by the organizing authority. One flag up to 0.96m X 0.64m could be attached to the back-stay for each team.
7.4.The organizing authority has the right to refuse the teams’ advertisements which are against the event sponsor or the related advertising laws.
8.Format of Race
The regatta will consist of course races and a coastal race.
9.Schedule
9.1. The schedule is as follows:
9.2.The first warning signal of each racing day will be at 10:00.
9.3.There will be no warning signal after 13:00, August 15th.
10.Equipment and Measurement
10.1.[NP][DP]Teams could start to rig the boat, practice and clean the boat at the instruction of the organizing authority after the equipment draw.
10.2.The boats shall be available for equipment inspection on-site at any time by TC’s instruction.
10.3.Teams may bring their own equipment complying with the requirements, but they should be measured before racing.
11.The Venue
11.1.NOR Addendum 2 shows the plan of the event venue.
11.2.NOR Addendum 3 shows the location of the racing areas.

13.Penalty System
13.1.Rule 44.1 is changed to that the Two-Turns Penalty is replaced by the One-Turn Penalty.
13.2.Decision of the Protest Committee will be final as provided in RRS 70.5
14.Scoring
14.1.Nine course races and one coastal race will be scheduled. One race is required to be completed to constitute a series.
14.2.When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.
14.3.When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
14.4.The coastal race for J80 & FE28R will be a one-off race and will be scored separately. The result of coastal race will be added to the series score as one race and cannot be excluded.
15.Chartered Boats
15.1.The teams who charter the boats from the organizing authority will make the equipment drawing at the skipper’s briefing.The equipment damage deposit would be returned in full if the boats are undamaged in any way after the regatta. Otherwise, teams should pay for the repairing of the damaged equipment and the cost of it will be deducted from the equipment deposit. The organizing authority has the right to demand indemnification if the deposit is not sufficient.
15.2.No ground of redress and protest shall be made on the quality and failure of the chartered equipment.
16.Berthing[NP][DP]
Boats shall be kept in their assigned places in the boat park during the regatta. Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.
17.Diving Equipment and Plastic Pools[NP][DP]
17.1.Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta.
17.2.Boats shall not be cleaned below the waterline by any means during the event.
17.3.Swimming inside or within 250 meters from the harbor of Qingdao Olympic Sailing Centre is banned.
18.Risk Statement
18.1.RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.’ By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia or other causes.
18.2.All the people on board shall sign the Disclaimer of Liability.
19.Insurance[NP][DP]
Each competitor must have valid personal accident insurance with a minimum insurance cover of CYN 1,000,000 per incident. The competitors who bring their own boats must have valid third party insurance for the boat with a minimum insurance cover of CYN 500,000per incident. Original insurance document should be displayed during the registration. If not, insurance should be purchased at the registration. The price is subject to the insurance company quotation.Those who do not provide the original insurance document or purchase the insurance on-site maybe banned to participate by the organizing authority.
20.Media Rights and Limitations
20.1.The Organizing Committee owns all the media rights of this regatta and shall exert these rights at any appropriate time. By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.
20.2.[NP][DP]Crew members can accept interviews with media representatives approved by the Organizing Authority before, during, and after the regatta, or provide interview materials. The content can include the regatta itself, the expected performance and strategy of the participating boats, but no negative comment or interview materials that cause damage, obstruction, or adverse effects on the organizing authority and the organizer’s current or past sponsors.
21.Prizes
Trophy or/and certificate will be awarded to the top 3 places in each class. Prize money will be awarded to the top 3 places in series race for each class as the following(including any local taxes and the prize money will be Chinese Yuan):
For J80 Class:
First Place: CYN 12,000.00
Second Place: CYN 8,000.00
Third Place: CYN 4000.00
For Fareast 28R Class:
First Place: CYN 12,000.00
Second Place: CYN 8,000.00
Third Place: CYN 4,000.00
