[DP] denotes a rule for which the penalty is at the discretion of the protest committee. 

[NP] denotes a rule that shall not be grounds for protests by a boat. This changes RRS 60.1(a).

1.Rules

1.1.The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS).

1.2.The rules for the handling of boats will apply, and will also apply to any time when the boats are on the water while not racing.

1.3.Add to RRS 41(e): help to recover from the water and return on board a crew member, provided the return on board is at the approximate location of the recovery.

1.4.The prescriptions of the National or Regional Yachting Association will not apply.

1.5.If there is a conflict between languages, the English text will take precedence.

1.6.When RRS 20 applies, a boat may indicate her need for room to tack or her response by the official VHF channel.

2.Sailing Instructions

The Sailing Instructions will be available after on-site registration.

3.Communication

3.1.The online official notice board is the Wechat group “2023 Mayor’s Cup International Regatta”. 

3.2.[NP] All boats shall carry a VHF radio capable of communicating.

3.3.On the water, the race committee will make courtesy broadcasts to competitors on VHF radio. The channel will be stated in the Sailing Instructions.

3.4.[DP] While racing, except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

3.5.[NP][DP]A tracker and engine working recorder for each boat may be required by the organizing authority. Each team should keep it working properly during the race.

4.Eligibility and Entry

4.1. The regatta is open to the One-design Class, it is Beneteau First 40. The organizing authority will provide 8 boats for teams.

4.2.The regatta is open to native and international sailors(teams), and teams can be from nations, cities or clubs.

4.3.[NP][DP]For each team, there could be only 6-8 crews on board plus 1 team leader or coach; each team should have 1 experienced helmsman who’s capable of offshore racing, at least 2 crews who are experienced in offshore racing. 

4.4.[NP][DP]All competitors shall be aged 18 or above.

4.5.Eligible teams shall provide the following documents:

(1) Entry form(electronic version)

(2) Scanned copies of all team members’ Passports or IDs

(3) Qualifications or certificates of the skipper, which must be from MSA China, CYA or other equivalent organization

(4)The photo and introduction of sailing experience of the helmsman(please stating the offshore racing experience), introduction of the sailing experience of 2 competitors (please stating the offshore racing experience), introduction of the team (within 400 words), group photos and VCR of the team.

4.6.Entries must be received no later than 24:00, July 31st, 2023. Eligible teams may send the documents listed in NOR 4.5 to qdfgzxjsb@qd.shandong.cn. The entry form could be found on Addendum 1 or downloaded from the following website: http://www.qdsailing.org.

4.7.Organizing authority will send the entry confirmation according to the entry order of each team. Receiving the email confirmation letter is considered signing up successfully.

4.8.Late entry may be accepted at the discretion of the organizing authority.

4.9.The team who signs up successfully shall provide the following documents at on-site registration:

(1)A copy of the entry confirmation

(2)The original passports or IDs of all team members

(3)Proof of personal accident insurance complying with NOR.

(4)Disclaimer of Liability

5.Fees

5.1.Each team needs to pay entry fee of CYN 2000.00 and equipment deposit of CYN 5,000.

5.2.Entry fee(CYN 2000.00): The team who entries successfully shall pay the entry fee to the designated account through the link sent by the organizing authority. The teams need to provide the bank account information, contact name and mobile phone number to the organizing authority.

5.3.Deposit (CYN 5,000): The team who entries successfully shall pay the equipment damage deposit to the designated account as following:

6.Crew Limitations

The following crew limitations on board during racing apply:

7.Advertising

7.1.Boats shall display advertising chosen and supplied by the organizing authority.

7.2.[DP]During the regatta, any removal of organizing authority advertising is forbidden. The organizing authority may protest a boat who does not comply to this instruction. 

7.3.[NP][DP]Advertisements of the teams on the racing boats must be approved by the organizing authority. One flag up to 1.4m X 0.96m could be attached to the back-stay for each team.

7.4.The organizing authority has the right to refuse the teams’ advertisements which are against the event sponsor or the related advertising laws.

8.Format of Race

The regatta will consist of course races and coastal races.

9.Schedule

9.1. The schedule is as follows:

9.2.Up to 6 course races are scheduled for the regatta. No more than 3 course races are scheduled on racing day.

9.3.The first warning signal of each racing day will be at 10:00.

9.4.There will be no warning signal after 12:00 on last racing day.

10.Equipment Inspection

10.1.The organizing authority will be responsible for inspecting all boats. If necessary an equipment inspection may be taken at any time during racing.

10.2.[NP][DP]Teams could start to rig, practice and clean the boats at the instruction of the organizing authority after the equipment draw.

11.The Venue 

11.1.NOR Addendum 2 shows the plan of the event venue.

11.2.NOR Addendum 3 shows the location of the racing areas.

13.Penalty System

13.1.Rule 44.1 is changed to that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13.2.Decision of the jury will be final as provided in rule 70.5.

14.Scoring

14.1.The scoring system for the races will be the Low Point System of RRS Appendix A. One race is required to be completed to constitute a series.

14.2.The overall scoring will be course race results plus the coastal races results. The score of coastal race will be doubled and can not be discarded. If there is tie, coastal race results will take advance.

14.3.When fewer than five races have been completed, a boat’s series score will be the total of her race scores. 

14.4.When five or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

15.Chartered Boats

15.1.After on-site registration, all teams will make the equipment drawing at the skipper’s briefing. The equipment damage deposit would be returned in full if the boats are undamaged in any way after the regatta. Otherwise, teams should pay for the repairing of the damaged equipment and the cost of it will be deducted from the equipment deposit. The organizing authority has the right to demand indemnification if the deposit is not sufficient.

15.2.No ground of redress and protest shall be made on the quality and failure of the chartered equipment.

16.Berthing [NP][DP]

Boats shall be kept in their assigned places in the boat park during the regatta.

17.Haul-Out Restrictions [NP][DP]

Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

18.Diving Equipment and Plastic Pools [NP][DP]

18.1.Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta.

18.2.Keelboats shall not be cleaned below the waterline by any means during the event.

18.3.Swimming inside or within 250 meters from the harbor of Qingdao Olympic Sailing Centre is banned.

19.Risk Statement

19.1.RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.’ By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia or other causes.

19.2.All the people on board shall sign the Disclaimer of Liability.

20.Insurance [NP][DP]

Each participant must have valid personal accident insurance with a minimum insurance cover of CYN 1,000,000 per incident. Original insurance document should be displayed during the registration and a photocopy should be provided. If not, insurance should be purchased at the registration. Those who do not provide the original insurance document or purchase the insurance on-site maybe banned to participate by the organizing authority.

21.Media Rights and Limitations

21.1.The organizing committee owns all the media rights of this regatta and shall exert these rights at any appropriate time. By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.

21.2.The organizing authority may appoint two journalists or guests on each boat to take photos, videos and interview. Skippers shall be responsible for the safety of the journalists on board and supervise the work of the journalists on board.

21.3.[NP][DP]Crew members can accept interviews with media representatives approved by the organizing authority before, during, and after the regatta, or provide interview materials. The content can include the regatta itself, the expected performance and strategy of the participating boats, but no negative comment or interview materials that cause damage, obstruction, or adverse effects on the organizing authority and the organizer’s current or past sponsors.

22.Prizes

The top 3 teams will be awarded with trophy or/and certificate and prize money(including any local taxes):

First Place: CYN 20,000.00

Second Place: CYN 10,000.00

Third Place: CYN 5000.00

23.Meals and Accommodation 

23.1.Accommodation(double rooms) will be arranged by the organizing authority from 16th-20th, August. The accommodation fee will be paid by teams and organizing authority together. The organizing authority will provide CYN 100.00 as subsidy per person per night for non-Qingdao local crew who stay in the official hotel designated by the organizing authority. Other costs need to be covered by the teams themselves. Meals except breakfast should be arranged by the teams.

23.2.The hotel may collect CYN 200.00 cash deposit for property damage from each competitor. If there is no property damage, it will be returned when checking out of the hotel. 

24.Others

24.1.Each team shall bring flags of their team/club or their national authorities and provide one to the organizing authority.
