The training camp & regatta is hosted by the Chinese Yachting Association and Qingdao Municipal People’s Government, organized by the Qingdao Major International Sailing Events(Festivals) Organizing Committee, Qingdao Municipal Sports Bureau, Qingdao Municipal Education Bureau, Qingdao Tourism Group, China Marine Sports Academy, Qingdao Olympic Sailing City Development Association and Qingdao Yachting Association. Qingdao Olympic Sailing Centre will be the hosting venue.

1.Rules

1.1The regatta will be governed by the rules as defined in the Racing Rules of Sailing.

1.2[DP] denotes a rule for which the penalty is at the discretion of the protest committee. [NP] denotes a rule that shall not be grounds for protests by a boat. This changes RRS 60.1 (a).

1.3No national authority prescriptions will apply.

1.4The first three sentences of Rule 61.1 (a) are changed to“The protesting boat shall inform the other boat at the first reasonable opportunity. When her protest will concern an incident in the racing area she shall hail‘Protest’. She shall inform the Race Committee of the sail number of boat/s being protested at the finishing line immediately after finishing.”

1.5Rule 40 and the preamble to Part 4 are changed as follows:

1.5.1 The first sentence of rule 40.1 is deleted and replaced by:”Each competitor shall wear a personal flotation device (PFD) according to class rule 4.2 (a), properly secured at all times while on the water except when temporarily adding or removing clothing.”

1.5.2 Add to the preamble of Part 4, after“racing“:“except rule 40.1 as amended by the Notice of Race 1.5.1.”

1.6If there is a conflict between languages, the English text will take precedence.

2.Advertising[DP][NP]

2.1A boat and her crew shall comply with World Sailing Regulation 20, Advertising Code.

2.2Boats may be required to display advertising chosen and supplied by the Organizing Authority.

3.Eligibility

The regatta is open to entries from the following parties:

3.1Teams from international sailing cities; teams from national sailing associations and well-known international yachting clubs. Racing experience in local/regional/international regatta is required.

3.2Teams from domestic coastal cities; Provincial and Municipal Sailing Teams in China. Racing experience in regional/international regatta and valid certification of results are required.

3.3Participants from Qingdao shall be entered through municipal, district education and sports bureaus and other units.

4.Entry on website

4.1All the eligible teenagers should be born after Jan. 1, 2010.

4.2For each team, there could be 1-2 team leaders, coaches or guardians and 6 sailors.

4.3Eligible teams may enter by downloading and completing the entry form at www.qdsailing.org and send it to qdfgzxjsb@qd.shandong.cn no later than July 16, 2024.

4.4Eligible entries will be confirmed with Entry Confirmation by the Organizing Committee.

5.Fees

5.1The Organizing Committee will offer free accommodation, meals, local transportation and activities(organized by the Organizing Committee) for the eligible team up to 2 team leaders or coaches and 6 sailors from the country or region which has signed the sailing exchange and cooperation agreement with Qingdao.

5.2To strengthen the youth sailing exchanges with ASEAN countries, the Organizing Committee will offer free accommodation, meals, local transportation and activities(organized by the Organizing Committee) for eligible team up to 2 team leaders or coaches and 6 sailors from invited ASEAN countries.

5.3Other eligible teams and participants shall cover all costs by themselves.

6.On-site Registration

Team leaders of each eligible team shall provide the following at registration:

6.1A copy of the Entry Confirmation.

6.2Proof of compliance with NOR 4.1 and valid certification of results in previous regattas for all the teenagers.

6.3Passports or Identification Cards of team leaders, coaches or guardians.

6.4Proof of personal accident insurance complying with NOR 19.

7.Format of Racing

8.Schedule

8.1The schedule is as the following:

8.2 Up to 11 races are scheduled for the regatta. Not more than 3 races are scheduled per day.

8.3 The first warning signal of each racing day will be at 10:00. There will be no warning signal after 14:00 on Sep. 10.

9.Equipment and Measurement[DP][NP]

9.1The Organizing Committee will supply hulls, centerboards and rudders free of charge, other parts need to be brought by competitors, which must comply with class rules. Equipment shall be measured before races.

9.2The equipment deposit will be charged at ¥1000CNY per boat.

9.3No changes, additions, or alterations to the spars, hull and fittings shall be made. The Organizing Committee has the right to check the equipment anytime.

9.4The damage, lost or breakdown of any equipment should be reported to the Organizing Committee at once and applying for fixing or replacement. Sailors shall pay for the repairing of the damaged equipment and the cost will be deducted from the damage deposit. The Organizing Committee has the right to demand indemnification if the deposit is not sufficient.

10.Sailing Instructions

The Sailing Instructions will be available after the on-site registration.

11.The Venue

The racing area will be on the water off the Qingdao Olympic Sailing Center. Details of the area and the venue will be attached in the SI.

12.The Course

The course to be sailed will be released in SI.

13.Penalty System

Appendix P will apply.

14.Scoring

14.1 Division races score(at least 6 races) will be counted to the total score.

14.2 One race is required to be completed to constitute a series.

14.3 When fewer than 6 races(including 6 races) have been completed, a boat’s series score will be the total of  her race scores. When 7 and above races have been completed, a boat’s series score will be the total of her race scores excluding her worst score,the race score in the division races may be excluded as her worst score.

15.Support Boats[DP][NP]

15.1 2 coach boats will be supplied by the Organizing Committee to teams to share.

15.2 All coach boats shall display the sticker or flag supplied by the race committee.

16.Berthing

All Dinghy and boats shall be kept in their assigned places or pontoons in the boat park during the regatta. And all competition boats should be cleaned, dragged and well covered after use ever.

17.Prizes

The prizes and certificates will be awarded to the top 8 male and female sailors. For those less than 8 boats, the prizes and certificates will be awarded to all entries except the last one.

18.Disclaimer of Liability

18.1 RRS 3 states:”The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.” The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta(including the camp) as well as the training camp.

18.2 All competitors shall sign a disclaimer of liability with the Organizing Committee.

19.Insurance[DP][NP]

Each participating sailor shall be insured with valid personal accident insurance with a minimum cover of CNY 500,000 or the equivalent. The original insurance documents shall be displayed at on-site registration. If no proof of insurance is provided at registration, insurance shall be bought at registration for approximately CNY 110.

20.Sailing Conditions

The average temperature in September is 20℃-25℃ and daytime prevailing wind is 5-18 knots southeasterly.
